parseRegistry parses an Open Bioinformatics Database Access (OBDA) configuration file.

Parameters:

in - a BufferedReader.

locator - a String a configuration file locator.

Returns:

a RegistryConfiguration.

Throws:

IOException - if an error reading the configuration file.

RegistryException - if the configuration setup fails.
